New TEMPEST protected SAFECEL secure room prevents critical information from falling into the wrong hands

Millog Oy and Parmaco Oy have developed a next-generation secure room solution, that complies with the TEMPEST standard and ensures safe and confidential handling of critical data.

Millog’s extensive expertise in electromagnetic radiation shielding and Parmaco’s expertise in dynamic construction have been combined to create a new type of secure space solution that complies with the TEMPEST (Telecommunications Electronics Material Protected from Emanating Spurious Transmissions) standard. The SAFECEL-solution enables secure, confidential meetings and the electronic handling of critical information using commercial off‑the‑shelf (COTS) equipment, without the need for additional shielding.

All information systems emit electromagnetic radiation (electrical emanations), exposing them to potential surveillance and interference. Emanation shielding suppresses these signals so effectively that it is impossible for external actors to exploit them. Therefore, attenuating spurious emissions through TEMPEST protection is essential when handling classified national, NATO or EU information.

The SAFECEL rooms are constructed using prefabricated modular elements supplied by Parmaco. Their structure incorporates Parmaco’s patented Fixcel steel cell, as well as a unique electrically conductive adhesive and sealing compound. If required, the elements can incorporate intrusion protection alongside emanation shielding, which cuts costs as physical security and TEMPEST protection have traditionally been built separately.

“Managing the risks of compromising emanations and electronic surveillance is at the core of Millog’s expertise.”

Toni Piispa, Vice President, Authorities and Industry Business Unit, Millog Oy

The secure room is flexibly integrated into an existing facility. It is finished according to the customer’s specifications, blending seamlessly into the surrounding built environment. As always with Parmaco’s dynamic spaces, the interior environment is a top priority in the SAFECL secure rooms, with particular attention paid to lighting and ventilation, which is uncommon in the secure room market.

Millog is responsible for construction and maintenance. The service is delivered on a fully confidential basis, ensuring clients receive a tailored solution from start to finish. The solution is ideally suited to government agencies and public authorities, as well as defence and security organisations and companies handling critical data.

The SAFECEL marks a breakthrough innovation for Millog, built on decades of experience and a deep understanding of the defence and security sector.

“Managing the risks of compromising emanations and electronic surveillance is at the core of Millog’s expertise, and our experts have played a key role in the development of SAFECEL. Parmaco is a reliable and natural partner for us, as its expertise in construction complements our own”, says Toni Piispa, Vice President, Authorities and Industry Business Unit, Millog Oy.

Parmaco Oy is a Finnish company that designs, manufactures and leases modular spaces. Its products represent dynamic architecture: factory-built modules can be deployed on site within weeks and easily expanded, reduced, relocated or repurposed.

“Parmaco’s protective solutions are widely used by both businesses and public authorities. They provide protection against intrusion, fire, explosions, weapon impacts, and signals intelligence. Our collaboration with Millog on SAFECEL directly addresses the growing demand for protective infrastructure. Together, we provide unparalleled expertise in secure construction,” concludes Tomi Vittaniemi, Chief Commercial Officer of the Parmaco Group.
